1-)Alm. Veto (n), Einspuruch (m), Fr. Veto (m), İng. Veto. Kabul veya tasdik etmeme, reddetme. Genel olarak hukuk dilinde, yetkili kişi ve kurullarda bir kararın veya bir kanunun geri çevrilmesi anlamında kullanılır. İç hukukta olduğu gibi devletlerarası hukukta da kullanılır. Kabul veya tasdik etme, reddetme hakkına veto hakkı denir. Veto yetkisi kanunları bir kez daha geri gönderme yetkisine nazaran daha zayıf bir yetkidir. Mutlak veto yetkisinde devlet başkanının meclise iade ettiği kanunu meclis tekrar oy birliğiyle de kabul etse Devlet Başkanı o metni onaylamadıkça kanunlaşamaz. Birinci Meşrutiyet döneminde böyleydi. Gerçekleştirici vetoda ise Devlet Başkanının gönderdiği metnin kanunlaşabilmesi için meclisin 2/3 gibi nitelikli bir çoğunlukla kabul etmesi şarttır. İkinci Meşrutiyet döneminde ve bugün ABD’de bu usul geçerlidir.

Bizde Cumhuriyet döneminden itibaren veto yetkisi yerine daha zayıf bir yetki olan, çıkan bir kanunu geri gönderme yetkisi Devlet Başkanına verilmiştir. İç hukukta memleketimizde uygulama Cumhurbaşkanının kanunları geri göndermesi şeklindedir. Anayasanın 89. maddesine göre; Cumhurbaşkanı TBMM’de kabul edilen kanunların yayınlanmasını uygun bulmazsa bir daha görüşülmek üzere gerekçeleriyle birlikte on beş gün içinde TBMM’ye geri gönderir. Bütçe kanunu bu hükme tabi değildir. TBMM’ye geri gönderilen kanun aynen kabul edilirse, Cumhurbaşkanınca bir daha veto edilmez, yayınlanır. Dünyadaki pekçok devletin anayasalarında Cumhurbaşkanı veya devlet başkanlarına veto hakkı tanınmıştır.

Devletlerarası hukukta ve diplomasi alanında vetonun uygulandığı en önemli yer Birleşmiş Milletler Güvenlik Konseyidir. Birleşmiş Milletler Anayasası’na göre, konseyden usul hakkındaki kararlar on beş üyenin dokuzunun kabul etmesiyle çıkabilir. Alınan kararları yedi üye veto ettiği zaman karar yürürlüğe girmez. Usul dışındaki kararlarda ise daimi üye olan ABD, Rusya, İngiltere, Fransa ve Çin’den biri karara olumsuz oy verirse veto etmiş sayılır. Bu veto hakkı Güvenlik Konseyinde birçok önemli kararın alınmasını engellemektedir. Birleşmiş Milletler Güvenlik Konseyince alınan kararları veto etmede Rusya başta gelmektedir. Kurulduğundan itibaren 30 sene içindeki görüşmelerde tespit edilen 134 vetonun 110 adedi Rusya’ya aittir. Veto yetkisine sahip olan ülkelerden ABD ve Rusya bu haklarını çoğu kez siyasi sebeplerle kullanmaktadır. Bu bakımdan Birleşmiş Milletler Teşkilatı fonksiyonunu tam olarak icra edememiş ve inandırıcılığını kaybetmiştir.
